OFFICIAL
RULES
1.
FIELD SIZE:
A.
3rd & 4th Grade League - 50 yards in length and 35 yards in width.
Two 10 yard end zones.
B. 5th-8th Grade League - 60 yards in length and 40 yards in width.
Two 10 yard end zones.
2.
STARTING THE GAME: Official's will meet with the coaches and each
team captain to review the rules. A coin toss will determine who receives
the ball.
3.
MOVING THE BALL:
A. The ball
will be marked in 10 yard zones
B. The offense will have 4 downs to produce a first down.
C. First downs will be achieved by crossing a 10 yard marked zone.
D. Change of possession after:
-
A
touchdown.
-
An
interception not returned for a touchdown.

The
opponent's loss of downs. The ball will start at each team's own
goal line (40, 50, or 60 yards away from their end zone)
E. All passing
plays (no running plays). All passes must be thrown over hand. No
forward underhand passes or pitches. All laterals must be
passed behind the player (quarterbacks can not lateral, receivers
are the only players who can lateral). Overhand passes thrown behind
the line of scrimmage are legal. If the ball hits the ground on
a pass behind the line of scrimmage it will be dead and the play
will be called an incomplete pass.
A.
No equipment (helmets, shoulder pads, thigh pads, etc.) may be worn.
All players are recommended to wear mouthpieces. Each player must
provide their own. Mouthpieces can be picked up at Wal-Mart or any
sporting goods store at an inexpensive price.
B. No Blocking
C. The ball carrier is legally down when touched by one hand below
the neck. The defensive player must make an effort to touch (NOT SLAP)
the ball carrier with an open hand. The ball carrier will not be considered
down if the defender makes accidental, full body contact with him
or her.
D. No kicking or punting.
E. Fumbles that touch the ground are considered live. The defense
has the opportunity to pick up the ball and score. If the player jumps
on the ball and his or her knee is on the ground then the ball is
dead with the team with which ever team has possession of the ball.
F. Each team will have 25 seconds to put the ball into play. A delay
of game penalty will be a loss of downs and a loss of 5 yards (unless
they are on their own goal line or in side of 5 yards of their own
goal line, the penalty will only be a loss of downs).
G. The offense and defense can line up in any formation as long as
they are not off-sides.
H. The quarterback has 7 seconds (all age groups) to throw the ball.
If the ball is not thrown within 7 seconds the play is blown dead
and ruled as an incomplete pass.
I. The defensive team can blitz one guy after the referee counts to
four seconds after the ball has been moved. The referee will yell
out 4 seconds when the blitzing player is allowed to blitz.
J. The responsibility to avoid contact is with defense; deliberate
bumping or grabbing will be a 5-yard "tack on penalty. Offensive
and defensive holding is a 5-yard penalty.
K. Offensive and Defensive off-sides are 5-yard penalties, unless
the offense has the ball on their own goal line. And they get penalized
is a loss of down. If the defense is off-sides and the offense is
with 5 yards of the end zone, the penalty will be to replay the down
over.
L. Offensive and Defensive pass interference are 5 yard penalties.
Defensive pass interference is not an automatic first down.
M. The Offensive center is an eligible receiver.
N. Interceptions are allowed. Any player to intercept the ball may
advance
the ball however far they can return the interception. Same rules
apply about interference and illegal contact (see above for penalties
on these two actions).
O. Any Offensive or Defensive player will be allowed to leave his
or her feet during play. For instance, if an Offensive player needs
to jump for the ball or dive for the ball, he or she will be able
too. If a Defensive player needs to dive or jump for the ball, dive
to tag a player, then he or she will be able two. Penalties for illegal
contact will be enforced (see above rules for illegal contact).
P. In the 3rd / 4th grade league, ONE offensive coach will be allowed
on the field to align his or her players. Only the offense can have
the coach on the field, NOT the defense in the 3rd / 4th grade league.
Coaches are not allowed on the field during play for the 5th - 8th
grade league; unless there is a time out or they are tending to an
injured player.
Q. All players must play, at leased half of the game. Coaches are
encouraged to let players play different positions.
5.
SCORING: 7 Points for a touchdown. No extra points.
6. TIME:
3rd & 4th graders - 25 minute halves, continuous clock. The clock
will
stop on all dead balls the last 5 minutes.
5th - 8th graders - 30 minute halves, continuous clock. The clock
will stop on all dead balls the last 5 minutes.

OFFICIALS:
A.
The official will determine if a play or action is un-sportsmanlike,
which will be a 10-yard penalty and an automatic first down if against
the defense. If it is against the offense it is a 10-yard penalty
and a loss of down (penalty will be only loss of down if inside of
10 yards from the offensive team's goal line.) If the penalty is on
the defense and the offense is within 10 yards of the end zone, the
penalty will be just an automatic first down.
B. If a player receives an un-sportsmanlike conduct penalty, they
will be warned on their first offense. The second offense of the game
will result in an ejection and a suspension from their team's next
game. If a player receives two un-sportsmanlike conduct penalties
in the same game for the second time during the season, that player
will be suspended for the rest of the season.
C. The Official's decisions are final!
